- When Northern Beaches Council needed a full reset for the Bungan Lane Multi-Storey Carpark, the job was never going to be a simple clean. Cipher Rapid Response was engaged by the Council to deliver a comprehensive cleaning and restoration program for the Bungan Lane Multi-Storey Carpark. The project encompassed all six parking levels, two fire stairwells and associated pedestrian access areas, requiring a complete restoration of the facility while it remained partially operational to the public. Years of build-up had left their mark across the site, so the work went well beyond a surface wipe-down. High-pressure cleaning stripped back grime from floors, ramps, and walls; algae and moss treatments tackled growth that had taken hold in damp corners; graffiti, paint, and grease were removed from surfaces throughout; and handrails, pipework, kerbs, and fire safety infrastructure were cleaned in detail, level by level. Using specialised equipment and proven restoration techniques, our team worked through years of built-up contaminants to bring the carpark back to a clean, safe, and well-presented standard. None of it could happen in isolation from the public using the site. Every stage demanded careful planning, staged work zones, active traffic management, and close coordination with Council to keep motorists and pedestrians moving safely while the work went on around them. Four dedicated teams carried the project across three consecutive weekends, each stage sequenced to keep momentum up without ever losing sight of safety or day-to-day access.

Challenges
Bungan Lane Carpark presented a unique problem from the outset: the facility couldn't simply be shut down for the works to happen. It needed to stay partially operational throughout, which meant our teams had to keep pedestrian and vehicle pathways clear and safe at all times, rather than working within the relative simplicity of a closed site.
The Ground Level was the hardest part of that balance as the most heavily trafficked area, it couldn't be closed off entirely, so teams worked through staged, progressively barricaded zones under dedicated on-site supervision, moving section by section while keeping traffic flowing safely around them.
Getting there required groundwork of its own. Ahead of works on Levels 2 and 3, our team coordinated with Council to arrange vehicle clearance, with contingency plans ready for anything left onsite come the day.
Inside the fire stairwells, the challenge shifted from traffic to technique with no drainage available, high-pressure water wasn't an option, so teams used low-moisture methods instead to get a thorough clean without risking water ingress nearby. All of this had to happen inside a tight two-day window, with four dedicated teams working to a precisely sequenced schedule that left no room for delay.
That schedule still had to leave room for judgment. On Level 3, flaking paint was removed wherever it could be reached safely, and flagged for follow-up where it couldn't, a reminder that speed never came at the cost of doing it right. Execution & Process
Works were delivered over two consecutive Sundays by two dedicated teams, following a structured, stage-by-stage sequence designed to move safely and efficiently through the facility.
For first day, with vehicles cleared and both levels fully barricaded, teams began at Level 3, the rooftop open-air level. Work included manual sweeping, high-pressure cleaning of floors, ramps, and kerbs, algae and moss treatment, removal of loose and flaking paint where safely accessible, and detailed cleaning of railings, pipework, and structural elements. Once inspected and signed off, teams progressed to Level 2, repeating the same core cleaning process with the addition of high-dusting ceilings and removing cobwebs, given it's an internal, covered level.
The second day continued the same top-down sequence at Level 1, mirroring the methodology used on Level 2, before moving to the Ground Level. As the site's most operationally active area, Ground Level works were carried out in staged, progressively barricaded sections with additional on-site supervision, allowing pedestrian and vehicle access to continue safely throughout. Both fire stairwells were completed in parallel using low-moisture cleaning methods only, given the absence of drainage, covering floors, walls, handrails, fire doors, and removal of graffiti and staining.
Once all levels and stairwells were complete, a full quality inspection was carried out to confirm every surface met the required standard, all barricades and signage were removed, and any flagged areas were revisited and resolved before the site was handed back to Council in full operational condition.
